An aggrieved employee is required to pursue administrative remedies through to an unsatisfactory (to him) conclusion at the administrative level, but need not seek judicial review of the adverse administrative determination and is not bound by the administrative findings in a later independent action for retaliation in violation of the California Whistleblower Protection Act (Gov. Code, 8547) or the similar whistleblower protection statutes H&S Code 1278.5, Gov. Code 12653 and Lab. Code 1102.5.
