Even after a plaintiff has voluntarily dismissed his case, the trial court retains jurisdiction to decide ancillary matters not affected the merits of the action, such as motions for attorney fees or costs, sanctions motions, and as this case holds, a pending motion to have the self-represented plaintiff declared a vexatious litigant.
