Proposition 65 requires businesses to provide warnings when they expose customers to chemicals known to the state to be carcinogenic to humans or animals.  By an incorporation by reference of Labor Code section 6382, Proposition 65 includes on the list of carcinogenic chemicals those which the International Agency for Research on Cancer (an arm of the World Health Organization) has determined to be carcinogens in Group 2A.  This decision upholds that aspect of Proposition 65 against challenges that it was an unconstitutional delegation of authority to a private corporation.
