A charter school is not an “other municipal corporation” and thus not exempt from liability for waiting time penalties under Lab. Code 203 for failing to pay workers the amounts due them when they terminate their employment.  Though a charter school provides an essential public function, education, and is subject to open meeting laws, it does not otherwise partake of the characteristics of a municipal corporation.
