Gov. Code 855.6 immunizes government employees from liability for failure to make or failure to make adequate physical or mental exams of other persons for the purpose of detecting disease or physical or mental state that would pose a danger to others.  This decision holds that the immunity applies to al government employees, not health professionals only.  However, it also holds that a physical or mental exam involves only to the process of inspecting visually or by use of the other senses (in person, but telephone or by videoconference) the physical, emotional and mental state of the person in question. Here, plaintiff recovered a multi-million dollar verdict against the school district for negligent operation of its threat evaluation team which caused it to miss and thus not protect against the threat a fellow student posed to plaintiff.  Since the negligent acts did not involve administering a physical or mental test of the fellow student,  855.6 provided no immunity against the suit.
