For the last 35 years, Mr. Fink has specialized primarily in financial services law, representing multinational, regional and local financial institutions. His work includes licensing matters, design and installation of forms and procedures for secured lending (real and personal property) and unsecured lending, both open-end and closed-end.
Mr. Fink assembled and coordinated the firm’s team of attorneys mobilized to handle the liquidation of Western Community MoneyCenter by the State of California and the Department of Corporations. He acted as liaison and worked closely with the Attorney General’s Office and with the Commissioner of Corporations in mapping out strategy and allocation of efforts to maximize recovery of assets.
Mr. Fink has extensive experience with all aspects of dealing with problem assets and problem portfolios, both from the perspective of an in-house attorney, and as outside counsel, as well as being attuned to the political context in which liquidations occur and are handled. He is familiar with discovering and dealing with many of the types of fraudulent schemes that may exist in the asset portfolios of troubled lenders, and has handled state and federal regulatory compliance audits, loan documentation and procedures, rewrites, perfection and title and priority issues.
Prior to joining Severson & Werson in 1978, Mr. Fink was Assistant General Counsel of CIT Financial Corporation in New York. He is a member of the American Financial Services Association (AFSA) and the California Financial Services Association.

Mr. Fink's work includes licensing matters, design and installation of forms and procedures for secured lending (real and personal property) and unsecured lending, both open-end and closed-end. Multi-state consumer, commercial, and industrial financing; multi-lender credits; sale and servicing of loans; design of procedures for leasing of personal property; training of personnel; planning and supervision of legislative and regulatory support to remedy industry problems; and supervising legal actions for and against institutions. Regulatory affairs for government and industry liaison, regulatory compliance.
Mr. Fink's specific experience includes:
The liquidation of Western Community MoneyCenter by the State of California and the Department of Corporations.
